This is a single/multi file list, seperated by colons ":". Perhaps in RH the MOTD_FILE is pointed to /etc/redhat-release ... You need not edit /etc/redhat-release, merely make an alternate file and add it to the MOTD_FILE list in /etc/login.defs.
