I am not on RH... The file redhat-release is perhaps for version
identification and perhaps nothing to do with message-of-the-day 
(motd) file, and better be left alone.

There are two issues that you wanted:

a) How to make a file with colours. I had given a small example
   of an ANSI text file in the last post.  It  works ... It has
   and ANSI clear/ cls on the top.  So all old things would, in
   any case, be cleared.
   
b) How to make this come at login ... I would suggest, till you
   learn about the motd file, it would be better to achieve the 
   same as a single line entry in rc.local (cat filename) with-
   out interfering with the login process. 
   
In case you are still interested in going through the login.defs
route, the way to add it in /etc/login.defs is:

# If defined, ":" delimited list of "message of the day" files 
# to be displayed upon login.
#
MOTD_FILE       /etc/motd

o Create your ANSI based message file.
o Check that it works with "cat filename", and re-edit
  till you have the desired output.
o Once things work, copy it with root privileges to
  /etc/motd.
