Sometime on Feb 3, USM Bish assembled some asciibets to say:

The file is /etc/issue and /etc/issue.net for people telnetting in.
motd is stored in /etc/motd
/etc/redhat-release is only for the redhat release string that is used
by some software to identify what distro is in use.  Do not edit this.
