We do have a setup of 450 computers around. There are many servers on my
network. Even many developers require static IP for their machines. We have
too many static IPs. I have alloted Dynamic IP range for my VPN clients,
static for some but still do you think it is possible to stop people in
win95/98/2000 with administrator password  to stop changing the ip's of
their machine even if I use static IPs by fixing thier IP addresses in my
DHCP server as I have put up firewalls and  access restrictions using
iptables etc?

I dont think so!

and above all I wanted the name to the log file in Linux which logs IP
conflicts!
