This DOES make sense in several places - such as banks. Citrix Metaframe,
for example, follows option #2 which you point out ...

To know the contents of a .deb file in systems without dpkg do
'$ar -x foo.deb' ... This gives a file "data.tar.gz" which
contains the packaged files. Then to view the tarball with:
'$tar -ztvf data.tar.gz | less'
