"no running copy" This error message usually means that the squid.pid file is missing. squid.pid file is normally present when squid is running. If you accidentally delete the PID file, Squid will continue running, and you won't be able to send any signals.
You have given the dns_nameserver as 202.71.128.37. check whether nameserver ip is correct. Your are using the LFUDA replacement policy. If you use replacement policy other than default(LRU), squid should be built with configure option --enable-removal-policies.
