As root, or whatever user you called the kppp dialer as... see the
username information which is displayed in ps -axuww

Add whatever user you normally connect as to the required group (group
wheel to give it various other privileges, forgot which specific group
you need, haven't used a dialup in a couple of years at least)

Both should be installed on your computer - and anyway available on your
redhat CD.
