nope. i prefer to disable /sbin/shutdown for all users other than root,
because it allows non-privileged users to go into single-user mode when
invoked with neither the "-h" or the "-r" flag. i don't know whether
this is a bug or a 'feature' in /sbin/shutdown, but there it is. if i
add normal users to /etc/shutdown.allow, i can't stop them from entering
single-user. which is why i will let them use only /sbin/halt.
