You  will go into  single-user mode  if "-h" or "-r" is not
annotated with the shutdown options. Putting "-ar" or "-ah"
will actually halt or reboot, instead of  going into single
user mode.
 
A cleaner option  would be to use sudo as suggested by the
earlier posts on this thread.  This way  one  may  disable
the  3-finger-salute  for all through inittab ...  The man 
pages of sudo is a bit terse,  and the sections User_Alias
and Cmnd_Alias are not very clear.  You may have a look at
