That's the point.  The server gets a connect from the client IP, and 
tries to do a reverse dns lookup on the IP.  The IP does not resolve to 
any name because, as you say, the machine does not have a valid domain 
name.  As each dns server in the heirarchy fails, the request will 
bubble up until all have failed, and that's when the ftp continues.
