Not exactly TkMan. In TkMan you get an index of  what all are
available from man1 to man9 .. it is more like coolman, where
you enter the name of the man you are  looking  for  and  the
section on a browser interface, once you  have  the page, the
subsequent links are active.

Alternatively, you can enter the  manpage name on the command
line ( e.g. w3mman ls ), once the man for "ls"  comes  up you
can get the man for "dircolors" by pressing the link below.
