Just a wild guess here. Do you have any entry in /etc/ppp/ip-up or
/etc/ppp/ip-up.local which starts fetchmail when you connect to the
internet. If there is, then the same ip-up and ip-up.local will be
executed when the remote user connects too.

I might be wrong here.
