Sure. I use british here. On my debian system, the dictionary that is
searched by default is /usr/lib/ispell/british*. I found a ispellconfig
on my system which changes the default. From your other post, I gather
you are running redhat. You can check for a similar mechanism on the
system.

Have not come across any. Would be nice if it can go through the
document ignoring tex/latex directives.
