This is  NOT a  problem this is by design.  There are ways to
make it available to the normal user. It is not  only  wvdial
but pppd also and access to /etc/wvdial.conf would  also need
root privileges.

One of the safest methods is to use sudo to  enable  a few of
the users enable dial up. I have a small how-do-i document on  
this on my home page at http://geocities.com/usmbish/   

The wvdial FAQ gives some methods like setting  wvdial  suid,
or in distros like debian, use a dialout group etc. Can  have
a look at it ...

Did not get your question properly. Are you talking about the
access to multiple POP3 accounts ? IIRC, netscape  can access
only one POP3 but multiple IMAP servers. I don't use netscape
for mailing but cannot confirm.

Footnote: You have multiple questions on the same mail ... Pl
