No, its not CGI. My perl program is a simple command line one and could
be a shell script, Java / C program or anything. I could even be
opening the file in VI and editing.
The first time i encountered this was while testing an app. we would
open JRUN's out and err log in VI and put a line and date at the end.
We then found nothing was written to it till we restarted JRUN.

Today, another customer needs to globally search-replace a string in
Apache's log, and i made a one-line perl script for him. But he has to
restart his app.
