Tough to pin-point the problem without seeing the actual zone files
and/or logs. Things to check are TTL values, periods (".") at their
proper places etc. Also, use dig like:
dig @your.server.ip yourdomain.com mx
and see if it works (ie, query your server directly rather than rely
on other caching servers). If you could give us the domain in question,
we could have run some tests. :-(

It can't be because of this. IIRC, there was a problem with /etc/rndc.conf
in RedHat, due to which rndc(8) didn't function properly. You might want
to check redhat bugzilla and upgrade to the proper version of bind.

Incidentally, RH 7.1 is rather old and dangerous to be put on a public IP.
You might want to upgrade to 7.3.
