There is a BIOS setting for powering down the HDD after a certain
idle period. The Linux APM implementation does Honor this settings.

Rumor has it that spin-up and spin-down accelerates HDD wear out.
Non-laptop users usually disable the HDD power-down feature. Also, there
are bugs in certain drive firmware which cause them to perform slower
after a spin-down/spin-up cycle.
