Hi

really Linux rocks in all the areas.and for u r requirement
of limiting the user from dwnloading files ofmore than some KB
squid IIRC squid offers all sorts of ACLs and u have specified that
u r using linux iptables/ipchains firewall and users by pass squid.
The best solution for u is Tranparent Proxying.u can make the client
machines to use a proxy (squid) without their knowledge.
by writing some simple rules in ur rc.firewall

for more light follow the link

do revert back if u have any issues
Happy hacking
