This is precisely the problem.Till the time the user fires his 
mailer, mail is stuck at the spool. As the mail  administrator
he wants to push all the mail to users, immediately on arrival
instead of waiting till user download ... This is  what I feel
the OP wanted .. It may annoy a few users, when they find that
their .procmairc is not working, but that is a local problem.
