Did not follow this thread properly. It seems strange that you
want to cange distro just because "external modem not respond-
ing in RHL 7.3" ! Fixing an external modem has nothing to do
with the distro per se. And RH is an old respected distro, and
many people on this list must be connecting their ext modems
with RH 7.3, I presume. (I am a Slack type, not on RH).

o What all did you try so far ?
o Is it a serial device ?
o Are you using a RH-7.3 stock kernel ?
o Is it detected by your kernel ?
o What is the output of "dmesg | grep tty" ?
o Did it work on any other Linux distro earlier ?

It is impossible to believe that an external modem will not
work under Linux ! I am not sure if it is fair to blame RH-7x
for it ... the fault lies elsewhere.

If you want to switch to debian for some other reason, that
is fair enough, but certainly NOT because you could not make
an external modem work under another distro, specially so if
it is a 16550A device.

Just my 2p

To add or delete new groups on your system, as root, use the
utilities groupadd and groupdel ... Note in some distros it is
addgroup and delgroup. GID and group needs specification.
Syntax: "groupadd -g gid group" AND "groupdel group"
