Read the man page for the correct syntax. You need to do at least:

sysctl -w net.ipv4.ip_forward=1
modprobe ipchains
ipchains -P input ACCEPT
ipchains -P forward REJECT
ipchains -P output ACCEPT
ipchains -A forward -p tcp --dport 110 -j MASQ

On your gateway (assuming squid runs on your gateway, else add a MASQ
rule for the squid machine too).

You cannot give access to POP3 port from squid. Unless you use
