[LIH]lilo problem

what r the likely problem if lilo is not install
means i tried to install lilo 2 3 times but system is not taking lilo as boot loader
i have win98
when i edit lilo and give command to install lilo no errors
but when i m restaring lilo is not present there to boot the system

how to find the problem and guide me to slove it if possible
