I checked the wvdial source code. In the version I have (1.53), the procedure it follows is: 1. Create a temporary file with O_CREAT|O_TRUNC 2. Write all data into the temporary file. 3. unlink (ie, remove) the existing configuration file. 4. rename the temporary file as the configuration file. The changelog file mentions this patch was provided by SuSE, to make sure that the config file is created with correct mode.
