You can try news.cis.dfn.de. It is a free news server, and I think it is
one of the best free news server (I have been using it for 2 yrs.
without any trouble), but news.vsnl.net.in is probably faster because it is
nearer.

I found alt.linux.slakware. It is also available through news.vsnl.net.in

I don't remember about outlook express (used it a long time ago for news),
but Pan does have option for giving it the name of the news server (in
your case `news.vsnl.net.in') and the username and password if the news
server requires it (news.vsnl.net.in does not need it, I think). This is
just like giving info about your mail account to an MUA.

After that it will download the names of available news groups, and you
are done. You can post to a news group by pressing `p' if I remember
correctly.
