You can always download and use mplayer. In my opinion, it is the
best VCD player under Linux (Xine has always been slow on my computer).

To play any VCD track, say track 1, you put the VCD in the drive, and
give the command:
 mplayer -vcd 1

If you have framebuffer working (I am on i810 and I recompiled the
kernel to include the module i810fb (downloaded from sourceforge))
then you don't even need to start X to see VCD.
