I too use the same NIC in my internet gateway. I have 2 NIC eth0 and
eht1. Here eth1 is connected to internal LAN. That is working in Full
Duplex but the other is working in half duplex only. So I think it is
due to some network issue at the ISP side. 
 
You make pls check your network. You use switch or hub ?
