think about what you are trying to do. designing a NIC let alone a
wireless NIC is a complicated task indeed. on the other hand designing
just a radio interface i.e. a transmitter and receiver on both ends
while still fairly complicated is still doable. but for a wireless NIC,
you will need resources that even some of the organizations will envy.
plus a detailed knowledge on the PCI protocol, ethernet, and yes radio
communications. getting hold of a circuit diagram, designing a PCB for
the same, and then soldering the components together would just be a
small first step.

all great ideas start somewhere :o), not all are practical though.
strictly as a designer, i would say that anything is possible and i
wish you all the best. think about just a radio interface, and be sure
that you do not violate any of the designated frequency bands, the
security agencies can get very picky about unauthorised radio
transmitters.
