assuming RedHat (I know only that)

wvdial is the best dialer I know of
If you are using RedHat 8.0, then wvdial does not maintain the 
/etc/ppp/pap-secrets, modify that to provide your username,password etc
use 
wvdialconf /etc/wvdial.conf 
to create a configuration file, chmod it to 0600
edit the file to provide your username, password and dialout numbers
