Install the rpm with rpm -Uvh foo.src.rpm. Goto the specs dir.
/usr/src/redhat/SPECS and if you want, change the specs for your file or
simply start the build with rpm -ba foo.spec. then goto the
/usr/src/redhat/RPMS/i386 and install your package. 

i have'nt been using redhat in a long time, but that's how i used to do it.
