Not really...

But you can try writing directly to the password file
which may be either "/etc/passwd" or "/etc/shadow" depending
on u're system config

Using u're favorite "crypt" function you can create passords
per user and write them in the relevant field of each user

Don't know if its advisable though!
If u're an incompetent programmer (:p)
you may end up screwing up u're shadow file
