i'm not sure about open office nor kde (as i don't use both, and if
someone can enlighten me of doing it in openoffice), but in gnome you
can get the same effect by using CTRL+SHIFT+Hex value

For e.g.

CTRL+SHIFT+EE will give i with circumflex --- �
CTRL+SHIFT+E4 will give a with diaeresis --- �

apart from that you can also include a character applet on your gnome
panel which lists the most frequently used characters. you just have to
left click on one of them and middle click where you wish to paste it.

these values correspond to ISO8859-1 character set. to get the hex
values you may visit http://www.unicode.org
