I was reading something on the subject. In the US, ISPs are given Common Carrier status. The moment they start to do such things, they lose this status, and can be held liable for the conduct of their clients.
Actually no. _Telcos_ have common carrier status.
You will find that ISPs (pure ISPs rather than ones with a telco wing) will normally fight NOT to be labeled common carriers.
