I too  faced this problem of  late specially with my  vsnl box.
Could not  download such  mails, though  from the  sender, they
appeared to be spam which would  anyway go to thwe null bucket.
However, the  mail keeps  hanging on  the server,  throwing out
similar message at each download  attempt. Such mails come once
in a blue moon though. 

I  have started  telneting into  the  POP3 server  at VSNL  and
killing the offending mail there itself without downloading.
