All  these  conversion  utilities   (inclusive  of  alien)  are
dependent  upon  both dpkg  and  rpm  installed. If  these  are
installed, you can  do them manually after  extracting the dist
tree to a temporary location.

For .deb --> .tgz, there is no fret. The .deb after all is also
a tar.gz archive. You do not need dpkg installed. See LOST #014
below for process.

To know the contents of a .deb file in systems without dpkg do
'$ar -x foo.deb' ... This  gives  a  file "data.tar.gz"  which
contains the packaged files. Then to view the tarball with:
'$tar -tzvf data.tar.gz | less'
