All these conversion utilities (inclusive of alien) are dependent upon both dpkg and rpm installed. If these are installed, you can do them manually after extracting the dist tree to a temporary location. For .deb --> .tgz, there is no fret. The .deb after all is also a tar.gz archive. You do not need dpkg installed. See LOST #014 below for process.
