The GPL applies to code you release. If you do not release the code,
then the GPL does not apply and use it only internally.
I could write a patch for emacs and keep it to myself. I am not
obligated to redistribute it. Since I have the copyright on that patch,
and I have not released code, the GPL will really not apply but ordinary
copyright law will.
