Welcome to FTP hell. Give the box a public IP and throw it out of your
firewall.

Are you testing from outside the network? If not, do that. FTP is a dual
connection protocol, put in a full fledged proxy if you MUST NAT.
Packet filters don't work.

client (high) ===> server (21/ftp-control)
