One way would be to open the text file in Vim, and run:

:hardcopy > filename.ps

And then convert the resultant filename.ps to filename.pdf via ps2pdf.

Unfortunately, Vim is not GNU/GPL licensed. ps2pdf is part of ghostscript
and is GPL'ed, thankfully ;-)

I hear that recent Openoffice, Koffice etc. can do "Save As PDF".
