I have been using  a two stage process for this type of job of
conversion of text files/ man pages to pdf:

a) text -> ps  ... GNU enscript or
                   GNU a2ps (any to postscript)

b) ps -> pdf   ... ps2pdf script of ghostscript.

All of above meet your GNU/ GPL licence pre-requisites ...
