Fix your system date - this is 2004, not 2003.

Check the permissions of /etc, /etc/aliases, /etc/aliases.db etc - read the sendmail faq.
There is a lot more wrong with your sendmail config than you have time to get fixed by sending back and forth mail to the list, so please just fix it yourself by the simple step of actually taking some time to read the sendmail FAQ
