Your question intrigued me to look at /etc/inittab which basically starts /sbin/shutdown command. Try changing /sbin/shutdown to 700 permission. Does this work? If it does you can also change permission to poweroff / halt / reboot. This way only root would be able to shutdown. -- Sudev Barar
