Or  LTools (http://www.it.fht-esslingen.de/~zimmerma/software/ltools.htm)
which are a set of command line  tools to   read and write Linux 
extended 2  filesystems  (Linux's standard filesystem)  from DOS or
Windows  (3.x, 9.x or NT) running on the same machine.
