Packahe apt/apt-get in RH/Fedora provides:
/etc/apt
/etc/apt/apt.conf
/etc/apt/apt.conf.d
/etc/apt/rpmpriorities
/etc/apt/sources.list
/etc/apt/sources.list.d
/etc/apt/vendors.list
/usr/bin/apt-cache
/usr/bin/apt-cdrom

and others. In fact, AFAIK, even kojima's first port of apt to rpm had
this functionality.
