Linux is an operating system. It is the basic tool required to run your
computer. For any kind of tool either you can develop it or use it there
is no third option.
I would like to answer the following points

but then know how to turn on the computer and boot the Linux system?
They know that konquerer has to be started in order to browse the NET!
Then they are using these features of the Linux, so the are user of
Linux, ( maybe not advanced)

He installed Linux and is managing Linux that makes him a valid user as
well

Out of these 5 million suckers, 60% never user features of windows
except booting up and browsing the NET! These 60% can live on any live
distribution that directly boots to a browser

I am taking an mythological example just to elaborate things, not to
hurt anyone.
Arjuna knew how to launch Brahmastra from his Gandiv (the bow)
but he was never considered anything more than a dhanurdhar (archer),
then how can you term yourself different!
With all due respect we all are Linux user - from the cybercafe guy to
my grand mom.
Operating system is a mean to reach the end, not an end in itself - the
end may be konquerer, OO, evolution, eclipse, ajunta, or any other damm
thing. Your end does not qualify you as user but your means qualify you
as an user

I had been following this thread and not replied to
this earlier because seriously i had no answer.
So to find an answer i started discussing this with a
friend of mine, and i reached a conclusion on what
defines a linux user.
In my opinion a linux user is one who "access" the
linux system intentionally. Be that access be for
browsing web or checking email or compiling a program.
If a user knows he is using linux to get his work done
he is a linux user. But i don't count users who have
been forced to use linux as linux users.
<sarcastic>
Linux is an opensource product, its just there, use
it if you like to and don't use it if you dont.
</sarcastic>
Use of linux will have different meaning for
everyone. A techie can be considered as linux user if
he uses linux to do his tech work where as a
non-techie wil be considered a linux user if he uses
linux to do his normal work. I will like add at this
point that it doesn't matter if a non technical person
is unaware linux altoghether. Several non tech users
are even unaware of what is windows, they are unaware
of its internals or its capabilities but they use it,
same is the case with linux users. Even if they use
linux desktops unaware of its command line abilities,
a user can will be counted as a linux user.
