Actually, the  dial up  process is  straight forward  chat with
pppd. There  is only  one binary  called "check"  which has  no
documentation.  The ouput  of strings  clearly indicates  "GCC:
(GNU)  2.96  20000731  (Red  Hat  Linux  7.3  2.96-110)"  using
glibc-2.0. This is used only in the setup process. The rest are 
shell scripts for setup, connecting and dosconnecting. 

But definitely,  your observations on  the lincesing  and other
things are stuff I never noticed before ... does look odd for a
pppd and chat based dial mechanism !
