Try enabling the "Stupid mode". My guess here is that the remote peer is sending some string which is confusing wvdial into believing that it should use a terminal session instead of PAP/CHAP secrets.

Press enter :) What I wanted to see is whether you are indeed getting a terminal session which you need to log into manually.
