/etc/modules.conf or /etc/conf.modules might be the file you'll have to look at.

What are you using ? Simple dev directory structure, devfs or udev ? Normally unless the module gets loaded the hardware won't work.
2. I am interested in recording the programs and burning them as vcds. I have 10 GB sace free on my 20 GB hdd. How can I capture, then convert into MPEG format and burn. What are the tools to be used?
I think xawtv has that option.. Also look at mencoder bundeled with mplayer. http://www.mplayerhq.hu
