That should be http_access allow 192.168.0.0/255.255.255.0 (or
something similar, check the docs). Also, if apache or some other
process is running on port 80, squid will not be able to start up - it
is better to use squid's own port - 3128.

The "squid -z" is unnecessary, since the "service squid start" process
will run squid -z if needed.
