Load balancing and failover - fine, and real time replication

For your webserver, take a look at mod_backhand (www.backhand.org)
For mysql take a look at either MaxDB (Mysql's rebranded SAP MaxDB
implementation) and / or http://sqlb.sourceforge.net

If you do have money to spare I'd suggest an Alteon BigIP or something similar
- these guys say they are far cheaper and based on opensource components, but
I've never tried them yet - http://www.loadbalancer.org/aboutloadbalancers.htm
