I don't think so. Just imagine, if some 3-wheeler (Auto)  
driver manage, somehow, a pilot license, and if we appoint
him to fly a plane, then you can visualise the outcome ;-)

Whatever you propose, is possible. We may have web-site, 
from where visitor can enter IP number of system, which 
he/she wishes to get monitored and periodically report may 
be emailed to him/her.

BTY, gurus like Raj Mathur, Suresh Ramasubramanian (others 
may excuse me! ) do wonderful job by posting Security 
Advices on this mailing list.
