In ftp terms that's /pub/linux/kernel/v2.6/incr/patch-2.6.13.3-4.bz2 on
ftp.kernel.org

In http://www.kernel.org you have four links after each kernel - F, V,
VI and C.  F = Full kernel version + that patch level, V = patch against
stock kernel, VI = incremental version (patch against kernel patched
with the previous patch level, C = GIT summary .. and then there's a
changelog)
